PayPal restricted Nigeria from their list before but today Nigeria is now listed this announcement was made on Monday 16 June 2014 by Rupert Keeley the executive in charge of EMEA region of PayPal, he mentioned upto 10 country's.

Goto http://www.PayPal.com/ng this is the official Nigeria link to sign up as a Nigerian.
Click on sign up at the top right corner of the portal
Then click on open Account below individual section then choose personal Account
Fill all your details properly to avoid story that tough after that click Agree
Now click on create account
Note that without verifying your account you be on $250 limit.
Then a new page will pop out with a form to login your card details
you will be redirected to your new account dashboard.

Normally PayPal will deduct $1.95 from your account and after confirmation the money will be refund back to you it will take 24hours for that.
A code will be sent to you through message alert that code will be use for the remaining verification process.
